Why does my invoice show one unit as having sales tax, but not another?

Most states have exemptions to sales tax for machinery or equipment used in various industries, and since all of our units come from and are typically for those industries, they would be exempt from sales tax.  However, if they are not titled, they would not be road legal and otherwise not typically fall under this exemption, and subject to sales tax unless we receive the proper documentation.
